- Activating Arab scientific mobility and benefiting from international experiences to achieve it.
- Contributing to developing the capacities of young researchers and improving their research skills, and supporting Arab women researchers.

- Designing and implementing special programmes to advance entrepreneurship among young Arab groups and linking entrepreneurs with industrial and economic blocs.

- Preparing the Fund's document and approving it at the 55th session of the Higher Coordination Committee,
- Including the project within the Department's budget for the financial period (2025-2026),
- The recommendation issued in this regard at the Nineteenth Conference of Ministers Responsible for Higher Education and Scientific Research in the Arab World, held in November 2024 in the United Arab Emirates, which reads: "Welcoming the ALECSO Fund for Scientific Research, Entrepreneurship and Innovation project and encouraging states to support the Organization's efforts in developing it"
Objectives
- Implementing the Arab Strategy for Scientific and Technological Research and Innovation, advancing the status of Arab scientific research in the international research community, and building human capital, so as to achieve comprehensive development in the Arab states.
- Exploring the reality of entrepreneurial activity in the Arab world by leveraging scientific research as a driving force towards economic growth, so that the Fund becomes a link between entrepreneurs, academics and businesspeople in various fields.
- Achieving joint funding between the Arab League Educational, Cultural and Scientific Organization (ALECSO) and Arab development-oriented funds.
- Contributing to stimulating the public and private industrial and economic sectors and bringing them in to fund the Fund.
- Contributing to launching research projects that address Arab research priorities.
- Linking Arab research priorities to the needs of the Arab industrial, economic and societal sectors.
- Activating Arab scientific mobility and benefiting from international experiences to achieve it.
