In implementation of Resolution No. (700) issued by the Arab Summit at its Twenty-Eighth (28th) session, held in March 2017 at the Dead Sea, the Hashemite Kingdom of Jordan, which stipulated the "adoption of the Arab Strategy for Scientific and Technological Research and Innovation and tasking the Arab League Educational, Cultural and Scientific Organization (ALECSO), in coordination with the General Secretariat of the League of Arab States, with following up the implementation of the strategy and presenting a report on the progress made in this regard to the Council at its next ordinary session", and out of the Organization's keenness to support joint Arab initiatives and projects related to the fields and objectives set by the strategy, in order to strengthen its role in helping the Arab states achieve the sustainable development goals by the year 2030, and in follow-up of the implementation of the Arab Strategy for Scientific and Technological Research and Innovation, and in fulfilment of its implementation mechanisms, especially those addressing the role of universities and higher education institutions in research, development and innovation with regard to education for development, and attention to forming specializations and preparing graduates according to the requirements of the labour market, activating the establishment of consultative institutions among the three blocs, creating and strengthening national capacities in the fields of engineering design and development and reverse engineering, and finding the mechanisms and means to benefit from distinguished scientists and researchers from Arab and non-Arab states in developing national research and development capacities, as well as cooperation among institutions working in the Arab world in the field of research and development, and also setting purposeful initiatives to support everything related to developing the curricula and programmes of universities and research institutes in the Arab states and changing the curricula in universities: analysis, innovation, entrepreneurship, technology, and teaching methods, and also benefiting from expatriate minds, and adopting initiatives, projects and programmes in order to achieve the strategy's objectives and its implementation mechanisms, and also working to organize international organizations, institutions and centres for effective participation in implementing the Arab Strategy for Scientific and Technological Research and Innovation.
Out of the Arab League Educational, Cultural and Scientific Organization's belief in the need to give the scientific research system in the Arab world greater attention, and to create an effective tool for coordination among Arab scientific research institutions and bodies, and in activation of the resolutions issued by the Arab summits in Algiers 2005, Khartoum 2006, and Riyadh 2007, which were keen to place attention to reforming education and advancing scientific research at the forefront of their work. Among the conditions for achieving the development of scientific research in a way that makes it effective at the development level and radiant at the global level, the "Plan for the Development of Education in the Arab World" called for establishing a coordination structure at the level of the Arab world in the form of a "Higher Authority for Arab Scientific Research". (Plan for the Development of Education in the Arab World / Tunis, 2008, pages: 161-169). From this standpoint, the idea arose to establish the "Standing Committee for Scientific Research and Innovation in the Arab States", which is one of the mechanisms for coordination among the ministries and bodies responsible for scientific research in the Arab states, and operates under the umbrella of the Organization. The Science and Scientific Research Department has overseen the follow-up of the committee's work since 2017.
Its tasks include contributing to preparing the budgets of successive financial periods, preparing for the Conference of Arab Ministers Responsible for Higher Education and Scientific Research, and proposing its agenda.
