Activity idea

Scientific mobility and the movement of researchers from universities, institutions and research centres worldwide to other universities, institutions and research centres has made a great contribution to achieving a tangible impact in the exchange of science and knowledge, building the capacities of those working in scientific research, transferring experiences and expertise, and increasing sound scientific publishing. All of this was through initiatives undertaken by non-Arab countries such as the United States of America, Germany, Switzerland and the European Union.

To date, there is no Arab programme that gives Arab researchers - academics and researchers working in Arab universities, institutions, bodies and research centres - the opportunity to carry out a scientific visit to another Arab university, institution, body or research centre. The same applies to the Arab expatriate minds working in non-Arab research institutions; there is no scientific Arab programme that enables them to carry out a scientific visit to Arab institutions to contribute to transferring their expertise and to building the competencies and capacities of their colleagues in Arab institutions.

At the same time, the Arab Strategy for Scientific, Technical and Innovation Research aimed, in its fifth general objective, which includes "the existence of cooperation mechanisms between scientific research institutions and education institutions that achieve benefit from the human resources in schools and universities and from the laboratory capabilities in research institutions, and achieve a significant increase in these resources in quantity and quality."

And its seventh general objective, which includes "the existence of active mechanisms for cooperation between the institutions of the Arab world working in the field of research, development and innovation."

And its ninth general objective, which includes "the existence of an environment that retains Arab minds in the Arab countries and benefits from those who have emigrated."

These objectives can be achieved through the implementation of the Scientific Visitor project, which allows a number of Arab academics and researchers - whether working in Arab or non-Arab academic and research institutions and bodies (expatriate minds) - to carry out a short-term scientific work visit (5 working days) during which they perform a number of tasks, the most important of which are:

  • Delivering a scientific lecture in their field of specialization to students and/or researchers at another Arab research or academic entity (the host entity).
  • Conducting a specialized training course or workshop in their field of specialization aimed at raising the capacities and skills of a target group (students, researchers...) from the host entity (within 10-20 trainees).
  • Exchanging views and holding discussion panels leading to the networking of the scientific visitor with the members and individuals of the host entity, so that all of this achieves part of the implementation of the strategic plan and its mechanisms included in that matrix.

Objectives

  • Actual achievement of the objectives of the Arab Strategy for Scientific Research and practical application of its executive plan, especially the seventh matrix of the plan implementation matrix "Cooperation between the institutions working in the Arab world in the field of research, development and innovation" through item 63.7, which calls for encouraging and stimulating scientific, technological and innovation cooperation between scientists and researchers in the Arab countries and their counterparts abroad.
  • Practical application and an actual mechanism for implementing item 53.5 of the seventh matrix of the strategic plan implementation matrix, which calls for finding mechanisms and means to benefit from distinguished scientists and researchers from Arab and non-Arab countries in developing national capacities for research and development.
  • Practical application of the ninth matrix of the implementation matrix of the Arab Strategy for Scientific Research, Technology and Innovation to benefit from Arab expatriate minds and their contribution to building Arab capacities and creating an effective and beneficial connection with Arab expatriate scientists and experts through training workshops carried out by the scientific visitors among them during their visit.
  • Transferring expertise and experiences between Arab academic and research institutions and bodies in a way that contributes to their development, especially in Arab institutions that face weakness in scientific research and a lack of academic development.
  • Building the capacities of researchers and students in Arab research and academic institutions through specialized courses and workshops carried out by the scientific visitor.
  • Networking between the scientific visitors and their counterparts in the host Arab institutions, in a way that works to expand the circle of Arab research cooperation between Arab scientists and researchers.

Expected outputs

  • Building Arab capacities in Arab academic and research institutions, bodies and centres through Arab efforts and minds, whether those working in other Arab institutions and bodies or through the efforts of Arab expatriate minds.
  • Exchanging knowledge and transferring experiences from the visiting researchers to their counterparts, as well as to Arab students and/or researchers, and benefiting from it in a way that contributes to developing Arab research institutions and centres.
  • Expanding the circle of joint scientific research and increasing joint Arab scientific output.
  • Benefiting from Arab expatriate minds in serving their homelands and their practical contribution to advancing Arab research institutions through their ability to network Arab research institutions with the international research institutions in which they work.
