Activity concept

The ALECSO Observatory began its activity in early 2021, establishing a database drawn from reliable, high-quality statistical sources that are comparable at the regional and international levels. The Observatory also issued two statistical reports in 2021 and 2023, along with statistical bulletins at a rate of one bulletin every 3 months, i.e. 4 bulletins per year, covering several topics in the fields of education, teaching, scientific research and development, culture, and information technology. However, the challenge remains of working to leverage these statistical bulletins in the development of programmes and policies within the framework of the Organization's work. On the other hand, the Observatory's relationship with the relevant bodies in the Arab countries remains not optimally utilized. It is therefore necessary to work on providing technical support to the Arab countries with the aim of establishing national observatories that follow up on the achievement of the targets linked to the Sustainable Development Goals. These are targets whose achievement is difficult to monitor solely through the quantitative data and indicators currently in use; rather, they require the search for qualitative indicators that allow the reality to be studied in greater depth and comprehensiveness. From here, the role assigned to national observatories in following up on achievement and adjusting course when necessary is confirmed.


Activity objectives

  • Developing the relationship between the Observatory and the relevant structures in the Arab States.
  • Preparing a new vision related to the optimal use of the Observatory's work in policy-making and monitoring its implementation.
  • Establishing national observatories to monitor the achievement of development goals in the fields of education, culture, scientific research, and development.

Expected results

  • Facilitating the process of searching for data and making it available to specialists and decision-makers
  • Developing the process of data collection and analysis.
  • Preparing bulletins and reports on the Organization's fields of work containing data and indicators for all Arab States.
  • Keeping pace with the latest developments in the Observatory's field of work.

Means of implementation

  • An international symposium on the topic of : "Utilizing the work of observatories in developing evidence-based policies, monitoring achievement, and assessing impact". This symposium will be an opportunity to exchange experiences among international and regional organizations in the fields of utilizing data, indicators, and statistical reports in developing policies and monitoring their implementation.
  • Technical support for establishing national observatories that support the work of the ALECSO Observatory.
