The Arab League Educational, Cultural and Scientific Organization – ALECSO, represented by Professor Mohamed Jemni, Director of the Information and Communication Technology Department, participated in the consultative meeting organized by the United Nations Economic and Social Commission for Western Asia – ESCWA, on Monday 24 August 2026, on the draft National Digital Inclusion Policy Model in the Arab region.

The meeting, which was held via videoconferencing, aims to discuss and review the draft policy model, and to provide observations and recommendations regarding its general structure, main components and sections, in a way that allows it to be adapted according to the national and local needs of the Arab States.

During his participation, Professor Mohamed Jemni affirmed that digital inclusion is no longer limited to providing access to the internet or devices, but has become closely linked to the right to education and knowledge, the development of digital skills, and the ability to actually, safely and equitably benefit from modern technologies and artificial intelligence.

He pointed to the importance of giving a central place to education and the development of digital skills within the national digital inclusion policies, with a focus on the groups most vulnerable to digital exclusion, especially persons with disabilities, residents of rural and remote areas, low-income families, and the elderly, in addition to the necessity of enhancing digital accessibility and the inclusive design of services and platforms.

He also highlighted the importance of supporting Arabic-language digital content and services, and enhancing the presence of the Arabic language in artificial intelligence applications and emerging technologies, in a way that contributes to enabling the Arab citizen to benefit from digital transformation without linguistic or cultural barriers.

He also affirmed that the accelerating transformations witnessed by artificial intelligence require expanding the concept of digital inclusion to include inclusion in the age of artificial intelligence, through ensuring fairness of access to these technologies and developing the skills associated with them, and working to ensure that technological development does not lead to deepening the gaps between states or social groups.

ALECSO's participation in this meeting comes within the framework of its continuous efforts to support inclusive digital transformation in the Arab States, and to enhance cooperation with regional and international organizations to develop policies and initiatives that contribute to building more equitable, inclusive and sustainable digital societies.
