Strategic Priorities in the field of Culture

Building on the pivotal role the Organization plays in supporting Arab cultural work and enhancing the presence of culture and heritage in the pathways of sustainable development, the strategic priorities of the Culture Department are based on an integrated approach that combines the preservation and protection of cultural heritage, the development of cultural institutions and systems, keeping pace with digital and technological transformations, promoting creative industries, and building specialized Arab capacities and competencies. These priorities also aim to consolidate dialogue and cultural exchange between the Arab world and various cultures, and to enhance the participation of local communities in protecting and developing their heritage, in addition to developing the legislative and institutional frameworks capable of protecting the rights of creators and cultural heritage, and dealing with the challenges it faces, particularly the repercussions of armed conflicts and the illicit trafficking of cultural property. In this context, the most prominent strategic priorities are as follows:

  • Rehabilitating cultural, heritage and museum institutions in the Arab countries, keeping pace with the rapid changes of the era, engaging in the digital revolution, and supporting cultural content industries.
  • Rooting dialogue between Arab culture and other cultures, and building a new Arab generation imbued with science and knowledge, open to other cultures, and keeping pace with global developments and advancements.
  • Protecting natural cultural heritage, both tangible and intangible, fixed and movable, wherever it may be, underground, on its surface, or submerged in water, which is owned by groups and local communities, who continuously renew its creativity and employ it in sustainable development.
  • Building specialised Arab capacities in the various disciplines capable of advancing the cultural sector and reviving heritage in the Arab countries, encouraging creative industries therein, and stimulating the private sector to invest in the various fields of this sector.
  • Developing laws and legislation for protecting the rights of creators and artists in the Arab countries.
  • Monitoring and addressing the damage sustained by cultural heritage in recent years as a result of armed conflicts.
  • Working to recover the antiquities that left their countries of origin by illicit means in the midst of armed conflicts.
  • Developing laws and legislation for protecting cultural heritage in the Arab countries.
  • Enhancing the role of local communities in protecting and developing cultural heritage.
