Today, Monday 29 June 2026, in the Republic of Djibouti, the work of the training workshop organized by the Arab League Educational, Cultural and Scientific Organization (ALECSO), represented by the Education Department, in cooperation with the Ministry of National Education and Vocational Training and the Djiboutian National Commission for Education, Culture and Science, got under way under the title: "Digitally Improving the Quality of Educational Administration during Emergencies and Crises", during the period from 29 June to 1 July 2026, with the participation of a number of educational leaders, officials, experts, and specialists in the educational field.

In his opening address, Dr. Rami Zaki Eskander, Director of the Education Department at the Arab League Educational, Cultural and Scientific Organization (ALECSO), affirmed that this workshop comes within the framework of ALECSO's vision aimed at supporting the Arab countries in developing education systems that are more flexible and able to respond to the challenges and accelerating transformations the world is witnessing, noting that digital transformation is no longer a technical option, but has become a strategic path for rebuilding educational administration and enhancing its ability to continue under various circumstances.

Dr. Rami Zaki Eskander conveyed the greetings of His Excellency Professor Dr. Mohamed Ould Amar, Director-General of ALECSO, and his wishes for the success of the workshop's proceedings, expressing his appreciation to the Republic of Djibouti — its leadership, government and people — valuing the role of the Ministry of National Education and Vocational Training and the Djiboutian National Commission for Education, Culture and Science, for their continuous support of initiatives that serve the development of education and the strengthening of joint Arab cooperation.

His Excellency the Director-General also extended his thanks to His Excellency the Minister of National Education and Vocational Training of the Republic of Djibouti, to Dr. Mohamed Abdallah Mihoub, Secretary-General of the Ministry, and to Mr. Mohamed Moussa Yabeh, Secretary-General of the Djiboutian National Commission for Education, Culture and Science, for their efforts in making this initiative a success.

The Director of the Education Department at ALECSO explained that crises have become part of the global reality, and that the quality of education systems has come to be measured by the extent of their ability to adapt and respond quickly, not only by their ability to operate under normal circumstances, affirming that digital educational administration represents a transformation in administrative thinking and institutional culture, and is not merely the use of digital devices and platforms.

He pointed out that the workshop focuses on a set of core themes, among them building the readiness of educational institutions for emergencies, developing the skills of educational leaders in the digital environment, enhancing the use of data in decision-making, and supporting the concept of smart administration based on innovation and proactive planning.

He added that true digital transformation begins with the human being, as the essential element in the success of any development project, explaining that educational institutions today need leaders capable of leading change and transforming technology from operational tools into means for making more effective and impactful educational decisions.

The workshop addresses a number of topics related to the future of educational administration, including predictive administration based on data analysis, educational institutional intelligence, the role of modern technologies in enhancing the continuity of education during crises, in addition to discussing ways to achieve digital equity and to ensure that all learners benefit from the opportunities of digital transformation.

Dr. Rami Zaki Eskander affirmed that ALECSO attaches great importance to building Arab capacities in the educational fields, and to working to support the member states in developing their educational policies, enhancing innovation, and building administrative models capable of facing the challenges of the future.

This workshop comes within the framework of the growing cooperation between ALECSO and the Republic of Djibouti, and as an embodiment of the joint efforts toward developing education in the Arab world, and moving from crisis management to building proactive education systems that are more flexible, intelligent, and sustainable.

The three days of the workshop are expected to feature training and interactive sessions addressing modern experiences and practices in the field of digital educational administration, contributing to enhancing the capacities of the participating educational leaders and enabling them to employ digital solutions in developing institutional performance.
