Department Director

Dr. Rami Zaki Eskander, Assistant Professor of Educational Technology at Mansoura University, currently holds the position of Director of the Education Department at the Arab League Educational, Cultural and Scientific Organization (ALECSO) since July 2022. Before joining ALECSO, Dr. Eskander held several leadership positions in the field of e-learning, where he served as Director of the Electronic and Knowledge Services Centre at the Supreme Council of Egyptian Universities, and Director of the National E-Learning Centre. He played a pivotal role in developing the strategic plan for e-learning for Egyptian public universities at the Ministry of Higher Education and Scientific Research. Since 2012, Dr. Eskander has supervised 27 centres for producing electronic courses at Egyptian universities, in addition to numerous units affiliated with the Electronic and Knowledge Services Centre, covering multiple fields in information technology, including the Egyptian Universities Network, e-learning, digital libraries, IT training and digital transformation, management information and decision-support systems, electronic testing, and the National Laboratory Bank. He has also published numerous specialised scientific research papers on curricula and teaching methods in the field of educational technology, and supervised many scientific theses in this specialisation. In 2014, he held the position of Director of the E-Learning Centre at Mansoura University. In addition, he is a certified trainer (TOT) from the Supreme Council of Universities, and a certified trainer at the Faculty Members Capacity Development Centre at Mansoura University since 2013. He also possesses technical expertise in writing the terms and specifications for a number of digital programmes, such as the learning management system "Thinqi" and the question banks currently applied in Egyptian universities. As part of his ongoing efforts to develop Arab education, Dr. Eskander was responsible for following up on the plan for the foresight development of education in the Arab countries 2026 to 2035, which aims to define a strategic vision for the future of education in the Arab world. He is also responsible for managing the project to develop the unified reference framework for the Arabic language, which is one of the key initiatives to enhance the status of the Arabic language in education in the Arab world. As an Egyptian representative and expert in the field of educational technology, Dr. Rami Zaki Eskander has travelled to many countries around the world, including Lebanon, France, the United States of America, Rwanda, Ethiopia, Morocco, and Dubai, where he worked on exchanging expertise and developing cooperation between Egyptian universities and their counterparts at the regional and international levels. His expertise is concentrated in the field of educational technology, both pedagogically and technically, reflecting his deep commitment to modernising and developing educational systems in line with global trends. In addition, as an Arab representative in the Education Department at the Arab League Educational, Cultural and Scientific Organization (ALECSO), Dr. Eskander has travelled to most Arab countries to supervise a range of pioneering educational activities and projects. He also played a prominent role in attending and organising many ministerial conferences and specialised scientific seminars in the field of education. This continuous interaction at the regional and international levels has enabled him to enhance the status of Arab education in various global forums, and to strengthen fruitful cooperation between the various parties concerned with education in the region.
