The Conference of Ministers Responsible for Cultural Affairs in the Arab World is regarded as a legislative framework for joint Arab cultural action, as affirmed by the Constitution of the Arab League Educational, Cultural and Scientific Organization. Its first session was held back in 1976 in the Jordanian capital, Amman. The Conference examines all fields of joint Arab cultural action and opens a new horizon for further developing qualitative plans and launching joint cultural projects that raise culture in the Arab states to the standing it deserves among the rest of the nations. The Conference represents a renewed gathering that brings together political decision-makers in the cultural field to shape cultural policies suited to the new circumstances prevailing within and beyond the Arab world, in response to the aspirations of this homeland's people, both intellectuals and ordinary citizens. Entrenching the correct concept of culture in the Arab countries as being both a national and a humanistic culture, drawing on the roots and heritage of the Arab nation while at the same time absorbing the currents of the age and grasping its horizons, and participating positively, open to other cultures in giving and taking, in building the progress of human civilization.

  • Forming an integrated personality for the Arab individual amid current circumstances, preparing them to be aware of the value of their heritage and their belonging to their Arab culture and its authentic values, equipping them to live in tune with their age and to absorb the data of modern thought and contemporary world cultures, and refining their intellect and conscience to be an effective contributor to the civilizational progress of their homeland.
  • Achieving the democratization of culture through means that ensure its spread and dissemination among citizens, and enacting legislation that helps overcome difficulties and supports cultural exchange.
  • Encouraging cultural institutions in the Arab countries to establish links among themselves and enabling them with the means to implement the joint cooperation programs of concern to them.
  • Cooperation among the Arab states to establish cultural institutions that serve Arab culture, supporting existing ones, expanding the fields of cultural gatherings of various kinds within and beyond the Arab world to promote the bright image of Arab culture, further advancing cultural industries, and protecting intellectual property.

Among the most important desired outcomes is assisting the Arab states in developing their legislation and national policies across the various fields of cultural action in a way that meets the needs of the Arab citizen amid regional and international changes
